What prevents bad actors from exploiting other people into signing up? Is there proof of life planned?
The protocol should ask the user for proof of life every set amount of time, how this would be done is a matter of debate.
You need to renew, currently every year but once we see the system is more robust we could increase the interval maybe to something like 5-10 years.
In my view, because the protocol once registered would stream UBI to the registered human, bad actors could register humans by force then dispose of the human while continue to accrue the benefits for this felony until the registration expires. An expiration date should be a valid measure to fight this but too much time would make this more viable as a problem for the protocol.
